The U.S. Department of Defense (DoD) faces a tightening budget in the coming years. Despite the lean budget years, unmanned aircraft systems (UAS) are expected to be a priority. Due to their usefulness for intelligence collection in irregular warfare (IW) and counterinsurgency (COIN), UAS were quickly fielded and sent to theater

This report evaluates the economic wisdom of relying primarily on expendable weapons, such as cruise missiles, to conduct air-to-ground strike missions. Focusing solely on cost, the author examined the U.S. historical use of air-to-ground attack during and since the Vietnam War, looking, among other

Cities, sometimes with the help of private funders, have made investments to improve the quality of the after-school programs that they fund. However, the prolonged financial crisis faced by cities has greatly reduced city agency budgets, forcing agency leaders to make difficult choices between cutting student slots or reducing the quality of programming through cuts to professional development and technical assistance given to after-school

The current strategic airlift fleet will be reaching the end of its service life in the next few decades, which has raised concerns about the cost and possible budget spike that would result from the need to recapitalize that fleet. This monograph presents the results of a cost-effectiveness analysis to determine

Identifying an agile and adaptable acquisition process that can field new information technology capabilities and services in relatively short and responsive time frames is a pressing issue for the U.S. Navy. Damaging malware can mutate within hours or days, requiring a defense that is sufficiently

As part of a wider study to evaluate the effectiveness of Ofcom as a converged regulator, the National Audit Office commissioned RAND Europe to undertake comparative research on Ofcom in relation to communications regulators in other jurisdictions. This work began in February 2010 and was completed in July 2010. This report presents the findings of the research conducted on five case study areas as follows:

As insurgent threats evolve and assume new forms, the United States must also evolve in its ability to counter potentially prolonged threats in several parts of the world. Because of the potential for global reach in contemporary insurgencies, the ability to draw on lessons learned from past counterinsurgency (COIN)

When The Compleat Strategyst was originally published in 1954, game theory was an esoteric and mysterious subject, familiar only to specialized researchers, particularly in the military. Its prominence today can be traced at least in part to this classic book, which popularized the subject for amateurs, professionals, and students

What does an individual need to be considered an experienced fighter pilot? The current formal definition is based on how many flying hours a person has, but in practice, the question is more complex and sometimes subjective because an individual requires different kinds of experience for combat positions and staff positions.

The level of threat posed by a terrorist group is determined in large part by its ability to build its organizational capabilities and bring those capabilities to bear in violent action. As part of homeland security efforts, technology systems play a key role within a larger, integrated strategy to target groups

Among the many hardships of military activation is the possibility of losing earnings, and although some research points to such a loss, other research suggests that reservists in fact earn substantially more when they are activated. The authors examine earnings reports from the 2004 and 2005 Status of Forces Survey of Reserve Component Members (SOFS-R) and those from administrative data

Since 1997, RAND has studied options for configuring an Agile Combat Support (ACS) system that would enable the achievement of Air and Space Expeditionary Force (AEF) goals. Operation Iraqi Freedom (OIF) offered an opportunity to examine the implementation of new ACS concepts in a wartime environment. In 2000,

Accurate estimates of the software cost are a critical part of effective program management, particularly for large, complex systems. Predicting the cost of software has evolved, but the practice of cost prediction is far from perfect. Military and commercial programs alike are replete with examples of software cost estimates that differ

It also outlines analytic developments that could help convert raw data into information useful for decisionmakers. The research reported here was sponsored by the Air Education and Training Command (AETC/CV) and HQ Air Force Deputy Chief of Staff, Personnel (AF/DP) and conducted within the Manpower, Personnel, and Training Program of RAND Project AIR FORCE (PAF) at the RAND Corporation. Earlier, PAF explored the requirements of a technical training schoolhouse model to address pipeline capacity. By explicitly capturing resource limitations and uncertainty, the study team anticipated that this simulation tool could assist AETC in making difficult allocation decisions. In part, the...

The use of scientific techniques in materials conservation has notably
expanded in recent decades. There is much interest in identifying the
materials used in culturally important objects. Of great importance is
a clear understanding of the state and mechanisms of degradation of
objects susceptible to deterioration with time and exposure to environmental
factors. An understanding of the state of materials at a molecular
level can provide valuable information for conservators, enabling them
to decide on a conservation procedure....

The bayside suburb of St Kilda has long been seen as
Melbourne’s seedy underbelly, the equivalent of Sydney’s
King’s Cross, London’s Soho, or New York’s Times Square.
But as with most of those locations, a decade or two of
gentrification has dimmed the red lights somewhat; these
days, the only remaining street walkers left in St Kilda are
likely to survive not so much because of the blind eye turned
by the local vice squad, but due to the National Trust giving
the hookers a heritage listing. So leaving my car in an offstreet
car park in St Kilda is no longer the anxiety-ridden
exercise it may have once been....

We found that students entering our senior design course who had the expectation of something “real” being built were unprepared for doing prototyping activities or for incorporating a microcontroller component into their designs. We did offer a course in microcontrollers, but it was an elective senior-level course and many students had not taken that course previous to senior design. In spring 2002, the Computer Engineering Steering committee reexamined our goals for the first course in microprocessors and the approach for this book was developed. This book is intended for use as a first course in microprocessors using the PIC18Fxx2 microcontroller...
