Engineering Challenges For the 21st
Century
By Academician Dato’ Ir. Lee Yee Cheong, DPMP, KMN,
AO,F.A.Sc.,FTSE
President-Elect, The World Federation Of Engineering
- Until the second half of the 20th
century, human development on earth
has been largely carried out without
undue strain to the eco-system.
Frenetic development since the end of
the Second World War caused alarm
bells to sound in the sixties and
seventies, leading to the current global
concern for sustainable development.
- United Nations World Commission on
Environment and Development (the
Brundtland Commission) Report “Our
Common Future” in 1987 defines
sustainable development as
“Development that meets the needs of
the present generation without
compromising the ability of future
- The Brundtland Commission led to the
United Nations Conference on
Environment and Development
(UNCED) in Rio de Janeiro in 1992 and
Agenda 21.
A Decade Later, the World Summit for
Sustainable Development (WSSD) was
held in Johannesburg 26 August-4
- Failure of Agenda 21 since Rio (Kofi
Annan)
First, a Fragmented Approach to Sustainable
Development
Secondly, no Major Changes in the Unsustainable
Patterns of Consumption and Production
Thirdly, there is a lack of mutually Coherent Policies
or Approaches in the areas of finance, trade,
investment, technology and sustainable development.
- UN Secretary General in his 2002
Report “Implementing Agenda 21”
expects WSSD to reinvigorate Agenda
21 through a new approach integrating
the three critical elements:
Political Will,
Practical Steps,
Partnerships.
- UN Secretary General proposes the
following means for implementing
Agenda 21 after WSSD:
· Finance (Monterey Financing for
Development Conference 2002)
· Trade (WTO “post-Doha” Trade for
Development Round of Negotiations)
- This is recognition, however belated, of
the pivotal role of Science, Engineering
and Technology (S.E.T) in Sustainable
- World Population into 3 groups by means
- The Engineering Mission in the
globalised world of this century
is to enable Humankind to
achieve Sustainability.
