The chapters in the report were written by researchers from both organizations and subsequently edited to produce a mutually acceptable consensus document. The resulting volume represents a transatlantic view of Chinese national strategy and capabilities and offers a common path for engaging rising Chinese power. Its aim is not to compare official French, European, or U.S. approaches to China, but examining the issues through the U.S.-French prism has facilitated analysis of how to develop the transatlantic, U.S.-Europe dimension of China policy.
