ATTACHMENT 9 CARD 017/VIE06 Sustainable community-based forest development and management in some high-poverty areas in Bac Kan Province Report on Two community workshops for dissemination of CFM to other villages in Van Minh and Lang San Communes June 2009 ATTACHMENT 9-A Ministry of Agriculture and Rural Development Community based forest management and development on some poorest areas in Bac Kan province Community Workshop Report on Introducing CFM model Văn Minh Commune, Na Rì district- Bắc Kạn province Thai Nguyen University of Agriculture and Forestry June 2009 1. Purpose CARD project funded by Australia aims to build a sustainable living for the poor who live in the forestry areas in the North of Viet nam. CARD project was brought to the poor through their capacity toward forest resources, management of forest land, conservation of natural resources and suitable development. The project has been implemented in four pilot communes in Van Minh and Lang San, Na Ri district, Bac Kan province since March, 2007. In the framework of the project, as well as the visit to the CFM model in Van Minh village, the workshop also included the visit to the nearby communes in Lang San and Van Minh on June, 22rd 2009. The main aim of the workshop was to introduce the result of the CFM models of Na Muc and Ban Sang villages, and to share the experience of each commune with another one in Lang San in order to give out some suitable recommendations toward CFM activities, and ability to apply these results to neighbouring villages of Van Minh and Lang San. 2. Program and workshop participants on ‘CFM visiting and introducing model’ in Van Minh village. Workshop visiting is in Index 1, the participants is in Index 2. 3. workshop content. Workshop content included: visiting, introduction of CFM models which contain nursery garden models, agroforestry models in Na Muc. The participants also discussed and shared experience in the implemention of these activities to the nearby communes in Van Minh so that the participants would be able to give out suitable recommendations 3.1. The visit to the community nursery garden models in Na Muc According to the plan, the participants are the representators from Na Muc and Khuoi Lieng, as well as the ones from 9 communes in Van Minh. All the participants visited nursery garden models in Ban Sang, Lang San village. Mrs Hoa, representative of Na Muc commune, was responsible to introduce nursery garden models to the visiting team. Mrs Hoa introduced native seeds and CARD financing to the activities of the nursery garden altogether. Mrs Hoa introduced the ways to build these kinds of gardens, advantages and disadvantages to the visiting team. The experiences in doing nursery garden were also introduced by Mrs Hoa, and other members of Na Muc.. The participants were very interested in discussing and sharing experience with each other. These models made a deep impression on the visiting team for the practical effectiveness. In the year of 2008, 43.000 young Manglietias and Acacias in Na Muc were supplied for 30ha of community and private forests. In 2009, 8000 Manglietias and 10.000 Acacias have been sold. Futhermore, 2000 Manglietias and 30.000 Acacias are going to be sold. These young trees are not only to be devided to grow in community forest, but in private forest as well. Mrs Hoa said: in the year of 2009, there are more young trees grown by private households in Na Muc than in 2008 because villagers have been aware of the economic value from afforeststation, and have got more experience from community afforeststation in 2008. Some other villagers wished to receive support from CARD project. 3.2. Visiting to the agroforestry model in Na Muc community. After the visit to nursery garden in Ban Sang, the visiting team continued to visit the agroforestry model farming sustainably and effectively on sloping land in Na Muc community, Van Minh village The model is implemented on public land with an area of 1 ha. Mrs Hoa, group’s leader of agroforestry model in Na Muc, introduced the way to design model, seed-bed to prevent erosion, and the way to plan maize, soybean with forest trees. Mrs Hoa said that Na Muc community has put agroforestry model into practice since 2008. Beside forest trees such as Manglietias and Acacias planned last year, the villagers have now been planting maize (nk54) and soybean (DT22), which give high productivity, with forest trees to get more income and protect forest trees as well. Mrs Hoa was very helpful to answer all the questions rising from the visiting team, and she also talked about the advantages and disadvantages during the process of putting the model into practice. The visiting team greatly appreciate the agroforestry model. According to Mrs Hoa, People from other communes used to cultivate and deforested freely for several years on that land. However, when CARD project has been put into practice, village’s authorities have helped to allocate community land for people to use, give land register book for people living in commune. Na Muc commune has now got land register book to use community land. For that reason, People have felt at ease to manage and protect forest. They also get more income from community forest. . Mrs Hoa said that Na Muc community has put agroforestry model into practice since 2008. Beside forest trees such as Manglietias and Acacias planned last year, the villagers have now been planting maize (nk54), which give high productivity, with forest trees to get more income and protect forest trees as well. Corn is going to be harvested, corn yield is estimated to reach 45 tons per ha. Forest trees are able to get well in that land. The heigh of Manglietias is about 1-1,2m, the heigh of Acacias is about 1,2-1,5m. She also plants to share a portion of income to fund of community forest development in order to serve for forest checking. 4. Discussion and ticking off assessment paper After having visited the agroforestry model, the participants worked together to discuss and share experience. All the questions and problems will be solved under the support of staff in Na Ri Department of Agriculture. Participants of the visiting team will be given an assessment paper to collect their opinions about nursery garden model and agroforestry model. Participants will offer their own assessment and some other recommendation for the coming year activities 5. Conclusion The participants made a success of sharing experience, introducing the result of the project after a visiting day. There was a group meeting among the members of the visiting team. 60 percent of the participant assess good quality of seedling trees. 100 percent of the participants wished to take part in doing nursery gardens with seedling trees of about ... - tailieumienphi.vn
